SCAFFOLD INSPECTION REQUIRMENTS

Scaffold inspections are the scaffold user / hire's responsibility. It is often thought that it is the scaffold companies responsibility to inspect but this is incorrect. Scaffold inspections on the island are unfortunately overlooked, late or just forgotten about. Mainly due to lack of education for scaffold requirements. The HSE guidance states that scaffold inspections should be carried out "by a competent person whose combination of knowledge, training and experience is appropriate for the type and complexity of the scaffold".

 

APPROVED CODE OF PRACTICE 2020:

206. Scaffolding must be inspected by a competent person 
  • before being put into service;
  • subsequently, at periodic intervals and in any event at least every 7 days;
  • after any modification, period without use, exposure to bad weather or seismic tremors, or any other circumstances which may have affected its strength or stability.
  • a record of inspections must be kept and be available for review if required.

THE INSPECTION
REPORT

The person receiving the report must:
  • keep it at the site where the inspection was carried out until construction work is complete;
  • thereafter, keep it at an office for three months.

THE REPORT

The report should contain the following information:
  • name and address of the person the inspection was carried out for;
  • location of the place of work or work equipment inspected;
  • description of the place of work or work equipment inspected;
  • date and time of the inspection;
  • details of any matter identified that could give rise to a risk to the health or safety of any person;
  • details of any action taken as a result of any matter identified in the point above;
  • details of any further action considered necessary;
  • name and position of the person making the report.

Scafftags

Scafftags seem to be the most common way to undetake scaffold inspections on Guernsey. Although they are a very good at keeping track as to when the scaffold structure was last inspected, they are actually not significant as a scaffold inspection report. When filled out correctly they do have most of the requirements for the inspection, but do miss out on important details identified in the inspection that could give risk to health or safety of any person and details of any action taken as a result of any matters identified.


iChecked Scafftags

Although scafftags are not a legal requirement, the opposite is not true if the scaffold is incomplete or unsafe as here you must tag the structure as unsafe in accordance with the health and safety regulations 1996. As well as signage it is also necessary to physically prevent access.

Scaffold inspections should be carried out by an independent scaffold inspector, same as a building inspector is brought in to inspect the building once finished. iChecked in Guernsey's only truly qualified, competent, trained scaffold inspector. Holding both basic and advanced STARS tickets there is no scaffold we can not confidently inspect. As the regulations state all scaffold inspections should be carried out by a competent person whose combination of knowledge, training and experience is appropriate for the type and complexity of the scaffold. A temporary roof scaffold is deemed as a complex scaffold a basic one-day scaffold inspection course in not sufficient enough.
